Position Title: Director of Counseling Services
Reports To: Executive Director
Location: [Community Services Center Location]
Employment Type: Full-time/Part-time
Overview:
The Director of Counseling Services is responsible for the leadership, administration,
planning, implementation, and evaluation of all counseling services at the
Community Services Center. This role ensures the delivery of high-quality mental

health services that promote clients' personal development and psychological well-
being through individual and group counseling, outreach programming, training,

consultation, crisis intervention, and assessment. The Director supervises staff,
manages the budget, formulates policies and procedures, and leads efforts in client
retention and acquisition. Additionally, the Director must act as the representative
of the Counseling Services and registered license holder. This role will ensure
compliance with Taiwan’s regulatory requirements and works to build the center’s
brand to increase community awareness and trust. The Director aligns counseling
services with the Executive Director's strategy to effectively deliver the center's
mission, focusing on operational efficiency, business continuity, customer
satisfaction, and community needs. The Directors is the liaison to the International
Communities to the Counseling Services.
Key Responsibilities:
Leadership and Management:
● Lead and supervise a team of counselors and support staff.
● Attract and retain qualified counselors.
● Develop and implement counseling-related policies and procedures.
● Manage crisis responses according to crisis protocol.
● Prepare reports and provide regular performance updates to the Executive
Director.
● Manage the counseling department’s budget, ensuring accuracy and delivery
of targets.
● Ensure counseling services are aligned with the Center Director's strategy to
effectively deliver the center's mission.
● Act as the representative of the Counseling Services and registered license
holder.
Service Design and Delivery:
● Design and oversee a comprehensive range of counseling services, ensuring
cultural sensitivity, inclusivity, and effectiveness.

● Stay current with industry trends and develop new initiatives to meet
community needs.
● Oversee client assessment and intake, handle complex cases, and facilitate
group sessions and workshops.
● Ensure accurate and confidential client documentation.
● Provide individual and group counseling, outreach programming, training,
consultation, crisis intervention, and assessment.
Client Engagement and Retention:
● Develop client retention and acquisition strategies.
● Build relationships with community organizations, schools, healthcare
providers, and other stakeholders.
● Represent the center at events and develop outreach strategies.
● Collaborate with the development team to secure funding opportunities,
assist in grant proposals, and manage awarded grants.
● Identify new business opportunities.
● Participate in fundraising activities and center events, supporting the Center’s
initiatives.
Quality and Compliance:
● Evaluate service and program effectiveness, review data for informed
decision-making, and drive continuous improvement for service quality and
client satisfaction.
● Streamline and improve processes, including intake and financial aid
application.
● Ensure full compliance with all relevant permits, regulations, and internal
policies, including tracking and verifying counselors' license registration and
validity.
● Evaluate customer satisfaction to drive service improvements.
● Manage compliance with Health Department inspections and other
regulatory requirements.
Staff Development:
● Foster a positive and collaborative culture.
● Establish KPIs and implement performance evaluations, professional
development plans, and retention strategies.
● Provide clinical supervision.
● Supervise and mentor Center’s diversified staffing programs.
● Participate & collaborate with digital transformation and the Center’s
ongoing change initiatives.

Qualifications:
Minimum Qualifications:
● Licensure as a Taiwanese Professional Counseling Psychologist.
● Minimum of 10 years in clinical practice with at least 3 years in a supervisory
or management role.
● Strong knowledge of counseling theories, techniques, best practices, and
relevant laws and regulations.
● Excellent interpersonal, communication, and organizational skills.
● Ability to handle sensitive and confidential information with discretion.
● Commitment to the mission and values of the Community Services Center.
● A team player with the ability to work effectively in a collaborative
environment.
Ideal Candidate Will Possess:
● Ability to make decisions in emergency and crisis management situations.
● Knowledge of the budget process and the ability to set and maintain budgets.
● Ability and knowledge to perform mental health care at the advanced
practice level.
● Skills to obtain mental health histories, interpret diagnostic tests, and other
treatments.
● Ability to manage, direct, and motivate a team of individuals to provide
quality mental health care services.
● Experience in driving continuous improvement.
● Expertise in business development.
● Experience in managing large-scale counseling programs and services.
● Strong strategic planning and community engagement skills.
● Fluent in both English and Mandarin.
● Multicultural experiences.
● Familiarity with the local community and its needs.
